Rivers is only good for its art. The weapon art and reach make up for the lower stats imo. For godskin in particular id use peeler + any other bleed twinblade and rely on jump attacks for the 4x bleed procs. Elenaors polearm springs to mind. The Godskin Peeler is held by Godskin Apostle, a pretty tough boss ... Elenora's does fire and physical with added bleed build up, but the bleed build up is half as much as the Godskin Peeler. That is why you see it less, you burn your enemies to death before they bleed out. you can add bleed affinity to the peeler and not worrying about the rest.
