Supercapacitor seemed to be broken due to deterioration Supercap repaired and appeared to start charging to full again Supercap appears full on gun UI, but is unable to fire for some reason.

Tested in 0.19.0.0. supercapacitor now appears to start with 0% recharge rate by default, which does fix seeing an odd percent for that now. It seems submarine and shuttle batteries have this issue too though and is not fixed for them.Sketch the sub on an empty wall, draw rooms, and display whatever.
